It’s an age old problem. Overclocking creates more heat, which requires additional cooling, which requires additional fans, which creates more noise. A rheobus is simply an array of rheostats (a device that regulates current by varying the resistance) for control of electronic devices. This particular rheobus from Sunbeam includes 4 rheostats, but that is not to imply that it can only control four fans. Each channel can provide 20 watts of output, so you can connect as many fans as you like, so long as the load does not exceed the 20 watts.
